As a Deprivation of Liberty Safeguard Team, we have worked with Kane for several years now in his role as an Independent (DoLS) Best Interest Assessor. He has undertaken BIA assessments, reviews and mental capacity assessments for us. His work is always very thorough, with clearly written reports, and, he is prompt in completing his assessments within the required timeframe. Kane always communicates any issues that need to be raised with wider Adult Social Care Teams and has directly made safeguarding referrals whenever necessary. Kane is professional in his approach to his work and draws on his extensive experience and knowledge. He has excellent communication skills, which has been evident in all his work with families and Managing Authorities. In a complex Court of Protection s21A case, the parties jointly commissioned Kane Barnacle to write an Independent Social Work assessment [expert witness assessment]. The assessment was undertaken in times of Covid19 restrictions but, nonetheless, Kane was able to report on time and provided a very thorough assessment of risk. The judge expressed her thanks to Kane for managing to complete the work in a very tight timeframe, despite the restrictions, and, all parties were complimentary of the high standard of the very thorough report that Kane produced. I would definitely recommend his work.

Kane Barnacle (KBIS) was commissioned by our service to undertake the preparation and successful award of the Advocacy Quality Performance Mark (QPM).
The Advocacy Quality Performance Mark is only awarded to organisations in England, Wales, and Northern Island who demonstrate excellent practice in line with QPM standards and Advocacy Charter.
During our QPM assessment, the entirety of our organisation’s advocacy delivery was continually assessed. Kane led this entire process, including reviewing and rewriting all our legal requirements, policies, procedures, and complex processes, in order to reflect changes in both practice and legislation to ensure our effectiveness in delivering high quality independent advocacy provision.
Kane’s tenacious approach and attention to detail is much admired, his ability to undertake the complete development activity needed to demonstrate compliance to the QPM standards. Kane successfully worked to very tight deadlines, and, he was complimented by the assessors for his skills in improving and developing our organisational systems, policies and practices.
